What is an analytics system?

An analytics system connects data, metrics, analytical tools, human judgment and action around the decisions an organisation needs to make.
A dashboard can reveal a change. A model can estimate an outcome. The wider system determines how the evidence is interpreted, who responds and how the organisation learns from what follows.
The management question
When an important number changes, does the organisation know what it means, who owns the next decision and which evidence would justify action? If those connections are unclear, better technology can leave the underlying problem unresolved.
